Secure communication has always been an indispensable part of government and military operations. TECHNICAL CHALLENGES
Secure communication must be provided across tactical radio and satellite networks, traditional circuit switched and mobile networks as well as newer IP based networks. Addressing the challenges of supporting multiple networks is complicated even further by the wide variety of infrastructure, customer premises equipment and end-user devices. Over and above this level of technical complexity is the need to provide secure communications in a manner that is manageable and transparent.

DEPLOYMENT SCENARIOS
Military forces are often assigned to humanitarian relief, disaster recovery or peace keeping operations. These assignments require cooperation with foreign military forces, government agencies and with international aid agencies. Military forces are also dispatched to assist homeland security forces or emergency services. The deployed force needs communication and coordination with local and international emergency services, voluntary or ad-hoc organizations and agencies that participate in the resolution of the event, as well as within the force and at their home location. Military forces are also dispatched to resolve a limited scale military conflict or Low Intensity Conflict . In this deployment scenario the task force needs to communicate with local civilian authorities and with local law enforcement, civilian agencies, emergency services and foreign military forces and agencies, as well as within the force and with the higher levels of the service branch.
